Up To 100% Financing & *$50K ExtraWhen You Buy Or Build With Quality Mobile Homes
New manufactured, modular, and two-story homes from Fleetwood, Champion, Palm Harbor, Cavco, Skyline, and Homes of Merit, sold from the Normandy Boulevard office in Jacksonville and set by Quality's own setup company. The land, the home, and the site work, financed in one plan.
How Do You Finance A Manufactured Or Modular Home From Quality Mobile Homes In Jacksonville?

A new home from Quality Mobile Homes, set on land you own or land you buy at closing, is financed with a construction loan that converts to a permanent mortgage. The land, the home, the setup, and the site work in Quality's contract can all sit inside that one loan, and qualified buyers can access up to 100% financing on eligible programs.
One step most buyers never see is already finished. A dealer asked to work with a lender it does not know has to send financial records, sit through approval calls, and learn a new draw process, and few dealers move quickly on that. Quality Mobile Homes is already registered with our bank, so the only approval left is yours, which improves and speeds up the closing process.
Quality Mobile Homes, Inc. opened in Jacksonville in November 1989 and has sold more than 7,000 homes in over 36 years. Founder Tom Seybert still leads the company as President. Quality reports winning the National Customer Service Award 12 years in a row and lists an A+ rating with the Better Business Bureau. The company has more than one location; this page covers the office at 8649 Normandy Boulevard on Jacksonville's Westside.
The People Buyers Work With At The Normandy Office
- Katie Grout, Vice President and Area Manager. A former Duval County teacher who joined the family business in 2016. Reviewers describe Katie answering every question, handling communication with the manufacturer, and guiding one buyer through the whole purchase from another state.
- Angie Gilreath, Housing Consultant. More than 20 years in manufactured housing. Reviewers describe Angie as patient and pressure-free, including a couple who had already visited five other dealers.

Built in a factory, finished on your land. Quality points to the practical upside of factory building: no weather delays during construction, less material waste, and a shorter build, which also means fewer months of interest during construction. One Nassau County buyer describes Quality's team reviewing the plans with them line by line to confirm every modification they asked for was included. Floor plans, sizes, and specifications are listed by Quality and the manufacturers, and inventory changes often.

Land And Home Packages In Northeast Florida, Or A New Home On Land You Already Own
Quality works two ways. Buyers without land can have Quality help find a lot and package it with the home. Buyers who already own land can have the home set there. Either way, the site work and setup can be written into Quality's contract, and anything in that contract before closing can be part of the construction loan in qualifying scenarios.
Land Found And Packaged
Quality helps buyers locate land and bundles it with the new home. For first-time buyers, one Jacksonville reviewer says it was their first land and home package and Quality made it easy to follow.
Site Work Added To The Package
Quality can include septic, a well, clearing, permits, and electric, and county impact fees when a county charges them. These are the items that stall a rural lot when nobody owns them.
Building On Land You Own
If the land is already yours, it does not have to sit idle in the deal. Its equity can count toward the down payment in qualifying scenarios, and a remaining land balance can be paid off at closing.
Piers Every 4 Feet And Double-Blocked Entries
Quality says it sets homes with support piers every 4 feet along the I-beams and double blocking at each entry and exit, a standard it describes as far above the industry norm. The goal is a more solid, stable home once it is on site.
The Dealer That Sold The Home Also Sets It
Quality owns and operates its own setup company, so the crew placing the home answers to the same business that sold it. Sections are joined on site by a licensed builder, which keeps the project eligible for construction financing.
Site work, utility connections, impact fees, and setup can be financed only when written into the dealer's contract before closing, supported by the appraisal, and allowed under program guidelines. Construction draws are released after independent third-party inspections. Setup standards described here are Quality's own and are not a guarantee by BuildBuyRefi.com or The Federal Savings Bank.
What We Can And Cannot Finance On A Quality Mobile Homes Purchase
The limits are easier to plan around when you know them before you choose a floor plan. Here is where our financing applies and where it stops.
What We Can Finance
- New HUD Code manufactured homes and modular homes from Quality, permanently affixed to a foundation on land the buyer owns or buys at closing
- Manufactured homes converted to real property under ALTA 7.1 title standards
- Two-story modular homes, financed the same way as a site-built home
- The land, plus setup, foundation, septic, well, clearing, permits, and electric written into the contract before closing
- Single and multi-section homes of at least 400 square feet that meet program guidelines
- Primary residences, and second homes in qualifying scenarios
What We Cannot Finance
- Used or previously owned mobile homes
- Moving or relocating an existing home
- Homes placed on land the buyer does not own, including rented or leased lots and land-lease communities
- Manufactured homes as investment or rental properties
- Self-installed or owner-as-contractor setups
- Work left out of the contract, which cannot be added to the loan after closing
Appraisals are completed by independent appraisers, and we have no influence over the value. Draws are released after independent third-party inspections. If you want a porch, a driveway, or skirting upgrades financed, ask Quality to add them to the contract before closing.

Manufactured And Modular Home Construction Loans For Jacksonville, Duval, And Clay County Buyers
BuildBuyRefi.com is powered by The Federal Savings Bank, a federally chartered, FDIC-insured, veteran-owned direct lender licensed in all 50 states, NMLS #411500. The land, the home, the setup, and the permanent mortgage are underwritten together as one plan.
Three Construction Loan Structures
Hybrid Construction Loan
Developed in-house. Both sets of documents are prepared at the start, so it closes like a single loan with one set of fees, while the permanent rate stays flexible until the home is finished. FHA and VA streamline eligible on the permanent loan in qualifying scenarios. Brokers and correspondent lenders cannot offer it.
One-Time Close Construction Loan
Qualify once and close once. The permanent rate is set at that closing, and the loan converts when the home is complete with no re-qualification and no second appraisal.
Two-Time Close Construction Loan
Separate construction and permanent closings, so the permanent rate is set on the market when the home is done. We cover the origination fee on the second closing, and FHA and VA borrowers can streamline the permanent loan.
Program Details Quality Buyers Ask About
- 640 minimum credit score on Conventional and FHA construction programs
- Up to 100% VA construction financing for eligible veterans through our Hybrid and Two-Time Close, with no monthly mortgage insurance
- Land equity applied toward the down payment, or an existing land loan paid off at closing
- ITIN construction for qualified primary residence borrowers
- Second home construction in qualifying scenarios, for buyers who live elsewhere and want a place near Jacksonville or the coast
- Jumbo construction up to $4.5 million and investment property construction, available on modular homes but not on manufactured homes
Direct Lender, Broker, Or Correspondent
A broker sends your file to a different lender. A correspondent lender closes the loan and then sells it, and the buyer's rules can take over in the middle of the build. We originate, underwrite, fund, and manage every draw in-house, so the team that approved the loan is the team releasing money when Quality sets the home.
No administrative fees on our construction programs. Many broker and correspondent construction loans carry fee layers of $40,000 to $100,000 or more, which can push the loan past what the finished home appraises for. Ask for every fee line by line on any quote you compare.
All programs are subject to credit qualification, property eligibility, and applicable program guidelines. Manufactured homes must be permanently affixed to a foundation on land owned by the borrower at closing and converted to real property. Rates, terms, and availability vary by borrower, property, occupancy, and program, and are not guaranteed. Appraisals are performed by independent licensed appraisers and construction inspections are performed by third-party inspectors. Contact your banker for applicable rates, terms, and conditions.
*$50,000
Extra Funds For Everything Around The Home
Qualified borrowers can access up to $50,000 in separate, unsecured funds before, at, or after closing, underwritten in-house alongside the mortgage. It does not rely on equity and it does not change loan-to-value. We are not aware of another lender in this space offering it.
How Quality Buyers Could Use It
Furnishing the new home
Sofas, beds, a washer and dryer, and window coverings. The mortgage covers the house, not what goes inside it.
A screened porch or deck
Jacksonville summers make a screened porch or a larger deck one of the first projects after move-in.
Driveway, fence, or shed
A shell or paved driveway, fencing for kids and pets, or a storage building on acreage in Baker or Nassau County.
Hurricane season prep
Storm shutters, impact-rated doors, or a generator hookup added once the home is set.
Relocation costs
For buyers moving to Northeast Florida from another state, movers, travel, and overlap costs between homes.
Consolidating debt to qualify
Paying down qualifying revolving balances can improve the debt-to-income ratio, which in some scenarios helps a borrower qualify for the home they want.
*Up to $50,000 is available to qualified borrowers and can be applied across our loan programs. This is a separate unsecured consumer loan underwritten in-house at the same time as the mortgage. Proceeds cannot be used for a down payment. Approval, amount, rates, and terms depend on credit qualification and are not guaranteed. Local zoning governs what may be placed on any property. Contact your banker for applicable rates, terms, and conditions.

Save Up To 30% On Real Estate Commissions When You Sell A Home Or Buy Agent-Listed Land
Buying from Quality often comes with a second transaction: a current house to sell, or a lot to buy from a seller who listed it with an agent. Qualified borrowers can save up to 30% on real estate commissions on those agent-represented transactions through our participating agent network, applied as a closing cost credit or toward a rate buy-down.
Selling Your Current Home
Moving into a new Quality home usually means selling the one you have now. The savings apply to that sale, in Florida or in any other state.
Buying Agent-Listed Land
If the lot you want in St. Johns, Clay, or another county is listed with an agent, the network can represent your side and the savings apply there.
Credit Or Rate Buy-Down
Put the savings toward closing costs or toward a lower rate. Victor Chan can price both so you can compare.
What this covers and what it does not. The benefit applies only to agent-represented transactions: selling an existing home, buying an existing listed home, or buying land listed with an agent. It does not apply to a new home or a land and home package bought directly from Quality Mobile Homes. A home bought from a dealer is a direct purchase with no listing commission to reduce.
No money changes hands between us and the participating agents in either direction. We do not pay them, they do not pay us, and we earn nothing when a borrower uses one. Paying or receiving fees for referrals of federally related mortgage loans is prohibited by law, and we do not do it.
Commission savings are available to qualified borrowers through a participating real estate agent network, subject to agent availability, program terms, and applicable state law. Savings apply to an agent-represented transaction. Actual savings vary by property, sale price, and the agreement reached with the participating agent. This benefit does not apply to the direct purchase of a new home from a builder or dealer. No referral, affiliate, or other fee is paid or received by BuildBuyRefi.com or The Federal Savings Bank in connection with this benefit. Contact your banker for details.
Add A Second Quality Home To Property You Already Own, Without A Cash-Out Refinance
A lot of Northeast Florida homeowners already have the land. What they want is a second home on it for a parent, a grown child, or family who needs to be close. Our 2nd Mortgage Construction-to-Permanent loan is made for that.
Homeowners who locked first mortgage rates between 2.5 and 4.0 percent in 2020 and 2021 usually lose money on a cash-out refinance, because it moves the entire balance to today's rate. Our loan funds the new home in inspected draws, then converts to a fixed-rate, closed-end second lien at completion. Your first mortgage keeps its rate, and only the new money carries a new one.
Projects It Fits On Property You Own
A Second Home For Family
A new single or multi-section Quality home, set by Quality's setup company on your acreage, for a parent or adult child.
A Manufactured Or Modular ADU
A compact plan, such as a single-section home, placed as an accessory dwelling unit where your county's zoning allows it.
Garage, Workshop, Or Addition
A detached garage, a workshop, or an addition to your current home, built by a licensed contractor.
We are not aware of another lender offering the 2nd Mortgage Construction structure. It is underwritten, funded, and draw-managed in-house, with the same inspected draws and the same 640 minimum credit score as our other construction programs. The second home must be new; used and relocated homes are not eligible. Learn more in our ADU financing guide.
Subject to credit qualification, property eligibility, lien position, available equity, and applicable program guidelines. Rates and terms vary by borrower and property and are not guaranteed. Local zoning and permitting govern what may be placed on any given property. Contact your banker for applicable rates, terms, and conditions.

Quality buyers work with Victor directly, from the first question to the last draw. No call center, no rotating queue, and no hand-off to someone who rarely sees a factory-built file.

What Victor handles for a Quality buyer: comparing the Hybrid, One-Time Close, and Two-Time Close, applying land equity, confirming the land and home package and the site work are in the contract before closing, checking that the foundation and title meet program rules, and keeping draws in step with Quality's setup company. He works with Katie Grout and the Normandy team throughout.

Frequently Asked Questions About Quality Mobile Homes And Manufactured Home Financing In Jacksonville
What buyers across Duval, Clay, Nassau, St. Johns, and nearby counties ask most before buying from Quality, answered plainly.
Which manufacturers does Quality Mobile Homes sell?
Quality sells new manufactured and modular homes from Fleetwood Homes, Champion Homes, Palm Harbor Homes, Cavco Homes, Skyline Homes, and Homes of Merit, including two-story modular units. Floor plans can be modified, and inventory on the Normandy lot changes often.
Can a Quality land and home package be financed in one loan?
Yes, in qualifying scenarios. The land, the home, the setup, and site work such as septic, a well, clearing, permits, and electric can be combined in one construction loan when they are written into Quality's contract before closing and supported by the appraisal. Work added after closing cannot be financed in the loan.
Why does it matter that Quality Mobile Homes is already registered with BuildBuyRefi?
Dealer approval takes real work. A lender with no relationship has to collect the dealer's records, run its own review, and set the dealer up before your file can move, and dealers are often slow to repeat that with a new lender.
Quality Mobile Homes is already registered with our bank, so that work is done. The only approval left is yours, which improves and speeds up the closing process.
Can I use land I already own toward the down payment?
Yes. If you own the land free and clear, its value can reduce or eliminate the cash down payment in qualifying scenarios. If you still owe on it, the balance can be paid off at closing and rolled into the construction loan. Land held by family has to be deeded into your name before the loan can proceed.
What credit score do I need to finance a manufactured or modular home?
The minimum is 640 on our Conventional and FHA construction programs. Meeting the minimum does not guarantee approval, so Victor Chan can review where you stand before you apply.
Can veterans get 100% financing on a Quality home?
Eligible veterans may qualify for up to 100% VA construction financing with no monthly mortgage insurance through our Hybrid and Two-Time Close structures, when the home is permanently affixed on land the veteran owns or buys at closing. All terms are subject to credit qualification and program guidelines.
What is the difference between a manufactured home and a modular home?
A manufactured home is built to the federal HUD Code. To be financed with a mortgage, it must be permanently affixed to a foundation and converted to real property. A modular home, including a two-story modular, is built to Florida's building code and is financed the same way as a site-built home. Quality sells both, so ask which code a given floor plan is built to. "Mobile home" is the older term for factory-built homes made before the HUD Code took effect in June 1976.
I already own my home. Can I add a second Quality home on my land for family?
Yes, in qualifying scenarios. Our 2nd Mortgage Construction-to-Permanent loan finances a new second home, an ADU, or a detached structure on property you own and converts to a fixed-rate, closed-end second lien at completion, leaving your first mortgage and its rate untouched. Local zoning decides whether a second home is allowed on your parcel.
